There are, however, restrictions on where they must be marshalled within the train. Cabooses were purpose-built for tail end movement, and the cushioned draft gear and underframes were not made to shoulder the heavy tonnages of modern (1990+) trains.<br /><br />I can't comment on CN's procedure for these moves, but CP's General Operating Instructions stipulate that when moving cabooses (occupied or unoccupied) "trailing car tonnage must not exceed 2500 tons".
